No, only the users themselves can modify their notification settings, you cannot control this on their behalf.

If the default is not to alert, and no one except each individual could change it, what are the purposes of having a communication channel? What if everyone cover their ears.
If the default is to alert, selecting not to get alert, is then a choice. You still can protect your right of hearing.
