Can we use Dial-in Audio Conference when Teams is down
Is it possible to use Dial-in Audio conference independently, when Teams is down for some reason?

The Audio Conferencing Bridging happens in the Microsoft Teams AVMU Hosted in the Microsoft Office 365 Cloud. Till now Microsoft has also not released the integration with 3rd Party Audio Conferencing Provider in Microsoft Teams. Hence this would not be supported even if you try it dial-in it would be not be connect to the Audio Conferencing Bridge.

Hi,
If Teams servers are down completely you will not be able to use Audio Conferencing. But if there is problem with some service that Teams uses like MFA you should be able to use Audio Conferencing even if you can't sign in to your Teams client.
So it depends what components/services is down in the Teams service.
