Took quite a while, but Microsoft "quietly" fixed this problem by adding a feature called Busy on Busy. We enabled the feature in the Global (Org-wide default) calling policy. You can force the solution to everyone. We opted to let users decide how to handle those annoying calls.
Busy on busy during calls: Let users decide
Give it a few hours to show up in their Teams Voice settings. Users then select: Use unanswered settings. Whatever they had set for unanswered calls now takes place when a second call comes in while they are on a call.
