Can you check your Microsoft Teams Calling Policy if the Spam Filtering is enabled on the policy this will help in reducing the overall spam calls on the Microsoft provided numbers.
I don't see a way out to block all the incoming calls coming directly to the Microsoft Teams PSTN Enabled user.

- I believe that Microsoft should review its official documentation regarding "incoming call blocking", as it is a little confused when it comes to what should be done on a global level by the IT Administrator and what can be done by the end user. In any case, the documentation for this is available at "https://learn.microsoft.com/en-us/microsoftteams/block-inbound-calls".
- Individual incoming call blocking should work, and according to current Microsoft documentation, this shouldn't be a problem. At least that's what the article "https://oit.colorado.edu/tutorial/microsoft-teams-block-calls" says, which provides a step-by-step guide on how the individual user can perform these settings themselves within from your own Microsoft Teams App.
