Block external calls expect address book contacts

I am looking for a way to block (silently drop) all external calls to specific lines, where the caller is not in the users address book.

Call blocking rules seem to be only applicable on the tenant level and not individual users.

Does anyone know if there is a way to do this, with Teams PowerShell perhaps?
