AzureDevOPS Boards in Teams

Question

I am trying to add Azure DevOPS boards to our teams channel. I went to the appsource site and found the app. I clicked on Get it and I get the following error:

The app may not exist, or your organization may have disallowed you from using it.

I am using Allow only specific apps in the permission policies but when I search for Azure Boards in the admin console...it is not listed. How can I add this app to our team?
