It's difficult to answer this without additional information. Sending and receiving email should not be affected. Do messages bounce? Or is that Outlook just isn't updating and outbound messages are stuck in the outbox?
Can you walk me through your configuration? Are you using aadconnect, does the problem happen when you assign a license?
