When can a Form be made in a SharePoint document library?

Question

It's clear enough that Microsoft intends for Forms to be the successor to Excel Surveys, though I've not found clear evidence that this will include the ability to create a Form instead of a Survey in a SharePoint document library. Any idea on if, and/or when, this will occur?

I haven't seen anything on the roadmap, so we'll have to wait until Forms is officially Generally Available (ie. no longer in preview) and see if it becomes an option.
