Microsoft Forms limit form response option missing

I have created a Microsoft Form. I would like to share this form with a specific group of people via share link. My condition is that only one response should be collected per person.

 

In the form settings, there is no option to select this restriction of limiting to one response per person. Also, when I download the responses in an excel, the email field value shows as 'anonymous' and there is a name field that is blank.

 

In the form send option, under Send and collect responses, it shows 'Anyone can respond' but there is no option to change this. I'm sharing the screenshot of Forms 'settings' and 'Send and collect responses screen' to show the options available.

    It's not currently possible to limit responses with a free or personal account. Unfortunately, you can't limit the responses to one per person if anyone can respond. You need to be part of an organization (i.e., a work or school account) and then limit responses to members of your organization before you can limit to one response per person.
