Microsoft Forms flagged phishing. No admin path to unblock Case #7084487321
Hello,
I am a paying Microsoft 365 Family subscriber and recently created a Microsoft Form to coordinate a student outing. Unfortunately, the form was flagged as phishing because it included fields like “Name” and “Email.” The form is now completely blocked, and the “Collect Responses” button is disabled.
I contacted Microsoft Support (Case #7084487321). The agents explained that:
- Personal/Family accounts cannot access the Admin Center → Health → Message Center, where flagged forms can normally be reviewed.
- Only a global or security administrator in an organizational (work/school) tenant can unblock flagged forms.
- As a Family subscriber, there is no escalation path to have a non-malicious form reviewed or released.
This effectively means that Microsoft Forms is unusable for its basic purpose (collecting names/emails) under a Family subscription. I was transferred to Billing, who suggested I either cancel my subscription or “leave feedback.”
My questions to the Forms/Product Team:
- Can you confirm whether this limitation is by design for personal/Family accounts?
- If so, why is this not made clear in Microsoft 365 Family product documentation or marketing materials?
- What recourse do paying Family subscribers have if Forms is blocked and there is no administrator to request review?
I feel misled as a paying subscriber because a core feature is effectively disabled. I would like official clarification from Microsoft Forms engineering/product management, and guidance on whether Family subscribers should expect that Forms is not intended for collecting names/emails.
