Microsoft forms attach files users insede and outside my organisation

Hello, I have created a FORMS but if I enable the option of attaching files only users from my organization can fulfill it. How can I do to give acess to the FORMS to people from outside the orga...

They have enabled the option recently, you open the arrow and there is after the "Likert" option.
