Help with branching and preventing survey submission

r_j_freeman there is no way to disable the Submit button. If you are saving the responses into a SharePoint list, if there is an unsatisfactory response then don't save it to the list, otherwise save it. But it's not very good from a user perspective because they will think they have submitted a response when in fact it might not be added to the list because it didn't meet your criteria.
