Currently, Forms does not allow uploads to anyone outside the organisation.
Unfortunately, you will need to find another service if you wish to have file uploads at this time.
I suspect in the future this limitation will change but for now it's the way it works.

It won't help us again this year - it makes a very labour intensive program for registering art. Let's hope it happens soon.
