Bookings is acting up since mid-august - lot of issues

Issues mentioned in my post seems to be resolve since this morning, except for the Reminder Emails still sent 6 times in one minute (major duplicates).

KaylaHarold can you please confirm from where you are booking the appointment? Is it from Bookings self-schedule page or from Bookings admin calendar or from Teams Virtual Appointments app?
Are both staff and customer getting the email/message in UTC or its just the customer?
Can you please share your bookings self-schedule page over DM to me?

We are using Teams Virtual Appointments, because the Bookings admin calendar was riddled with issues back in September and this seemed free of issues, until now.
Only the customer gets the e-mail/SMS times in UTC.
