Queries on Copilot Licensing

Hi all,

We are exploring the deployment of a Copilot agent in Microsoft Teams for organization-wide use. The agent authors already hold the Microsoft 365 Copilot licenses.

Could you please confirm whether each user in the organization must also be individually licensed with a Microsoft 365 for Copilot license in order to access and interact with the published Copilot agent in Teams?

    Since there seems to be some confusion here, let me clarify: No, not every user needs a Microsoft 365 Copilot license to use an agent published to Microsoft Teams.

    First of all, as of now, only agents created with Copilot Studio (or tools like Teams Toolkit) can be deployed to Microsoft Teams. But let’s focus on Copilot Studio for the moment.

    You can enable Pay-As-You-Go billing for agents. In that case, users do not need a Microsoft 365 Copilot license to interact with the agent. When users engage with the agent, different billing options may apply depending on how the agent is configured.

    So billing is done based on messages and how much messages are consumed is defined by the options configured within the agent.

    Hi,

    yes each user interacting with a Copilot agent in Teams must have a Microsoft 365 Copilot license. Licensing is required per user to access Copilot capabilities, even if the agent is published org-wide. Authors having licenses doesn’t extend access to others. Always check with your Microsoft account rep for the latest licensing details.

      Is your answer coming from Copilot? It sounds like it. This is simply not true, and a Microsoft account representative is not required to answer that question.

      Thank you very much. Are there any supporting documents to this from Microsoft stating that each user has to be licensed to interact with agents?
