Queries on Copilot Licensing
Since there seems to be some confusion here, let me clarify: No, not every user needs a Microsoft 365 Copilot license to use an agent published to Microsoft Teams.
First of all, as of now, only agents created with Copilot Studio (or tools like Teams Toolkit) can be deployed to Microsoft Teams. But let’s focus on Copilot Studio for the moment.
You can enable Pay-As-You-Go billing for agents. In that case, users do not need a Microsoft 365 Copilot license to interact with the agent. When users engage with the agent, different billing options may apply depending on how the agent is configured.

So billing is done based on messages and how much messages are consumed is defined by the options configured within the agent.
