Hi,
yes each user interacting with a Copilot agent in Teams must have a Microsoft 365 Copilot license. Licensing is required per user to access Copilot capabilities, even if the agent is published org-wide. Authors having licenses doesn’t extend access to others. Always check with your Microsoft account rep for the latest licensing details.

Is your answer coming from Copilot? It sounds like it. This is simply not true, and a Microsoft account representative is not required to answer that question.
