Outlook Immersive Search with Copilot: Per-User License Required or Tenant-Wide?

Microsoft Outlook is introducing Immersive Search with a Copilot side pane that provides AI-generated summaries from emails, Teams messages, and documents after a search. Rolling out worldwide from late September to October 2025, this feature is on by default, requires no admin setup, and is available to Copilot-licensed tenants.

But I need clarification on licensing. 

Summary: "Available to Copilot-licensed tenants."

Introduction: "Available only to tenants with Copilot licenses."

Key details: On by default, no admin setup or controls; appears after search.

Question: Does this require individual Microsoft 365 Copilot licenses per user, or is it accessible to all users tenant-wide once the org has Copilot licenses?
