    Garth_Ries​ Since declarative agents can be built with a few tools, are you trying this with Copilot Studio? If so, you have two options:

    1. Use the Power Platform Admin Center to define the makers.
      1. New PowerPlatform Admin Center --> Manage --> Tenant setting --> "Copilot Studio authors (preview)

    2. Use the free Copilot Studio user license, which is available at no additional cost when you purchase Copilot Studio licenses and assign the license to the users who should create Copilot Studio Agents.

    Hi, Garth_Ries​ currently there's no built-in way to restrict agent creation while allowing usage in Copilot Studio. Microsoft is working on more granular role-based access controls. For now, you can manage access via environment permissions or custom security roles in Power Platform. Keep an eye on roadmap updates for native support.

      Hi, this information is not accurate. There is a built-in way to restrict agent creation while still allowing usage in Copilot Studio. Please refer to the latest documentation for details

        So far we have been unsuccessful in preventing agent creation while enabling use. We have setup a test tenant and followed the prescribed steps without any luck.  We are following up with Microsoft.  Very frustrating.
