Couldn't activate Copilot Credits
Hi — having Global Admin and Azure subscription ownership covers part of the setup, but Cowork also needs a Copilot billing/credit policy connected to an eligible service and scoped to the user.
In the Microsoft 365 admin center, go to Copilot > Billing & usage. Create or verify a billing policy that uses an Azure subscription and resource group in the same tenant, assign the intended user/group, and then connect that policy to the Cowork/usage-based service shown in your tenant. Also confirm the account has the required Microsoft 365/SharePoint licensing and that the subscription is active in the correct directory.

The exact error text matters a lot here. Could you paste it (removing tenant/subscription IDs) and say whether the policy is created but won’t connect, or whether policy creation itself fails?

Thanks for the reply - issue solved, the problem was Azure Policy - moved the Subscription to a management group without Azure Policy - then the issue was solved
