  • You want selected users to lose Copilot access across Office and Edge, not merely hide its buttons. Treat visibility and authorization as separate controls. Microsoft explicitly says unpinning Copilot Chat does not remove access, and removing an add-on license does not necessarily remove the baseline Chat experience included with eligible subscriptions. Start with a pilot security group and apply the Microsoft 365 admin-center controls that block Copilot Chat for those users. For current desktop Word, Excel, and Outlook, evaluate the policy disabling connected experiences that analyze content; Microsoft documents that this disables Copilot there, but also affects other content-analysis features. Scope and test that policy carefully. Manage Edge separately: its Copilot toolbar-icon policy hides the entry point rather than guaranteeing an access block. Test the affected account in each application and the web experience after policy application. There is no promise that every Copilot label will disappear.
