If this is blocking your kiosk deployment, you could also test the device with another Android Enterprise MDM such as Scalefusion or NinjaOne. Both support company-owned Android devices and multi-app kiosk management, so a small test with the same Samsung A55 could help determine whether the issue is specific to the Intune/MHS setup or the device itself.
