The license depends on what you want and how many users you have.
FOr example, we are helping a lot of customers migration to ms365. When they have less than 300 users, we advice to start using Microsoft 365 business premium. It includes almost everything.
With intune/ms365 you can manage the deployment of devices (autopilot white glove)/ Windows Update for business/ deploy apps etc. MOnitoring your devices could also be partial done with ms365... Maybe a tool like Solarwinds rmm can offer you some more.. But in my opinion ms365 while close that gap soon.
