We can onboard the devices using co-management/cloud attach with SCCM however obviously the catch is that no user is assigned to the device in intune due to the non-uniform credentials, i.e. lack of upn matching between onprem and cloud user credentials. User can otherwise be assigned manually in intune to the device.

- For any one interested, Co-management with SCCM and Auto enroll with device credentials worked as a workaround.
