Error Message "This site can't ask for permissions. Close any bubbles or overlays from other apps."

I am seeking assistance with the following error message: "This site can't ask for permissions. Close any bubbles or overlays from other apps." I am currently utilizing Intune to deploy tablets enrolled as shared devices, with web links in Edge Kiosk Mode. One of these web links requires the ability to geolocate the tablets based on their longitude and latitude. However, when prompted to grant permission for location access, this error message appears.

To troubleshoot from the device side, I exited kiosk mode and disabled all overlays except for the Managed Home Screen application, as well as disabled app notifications and bubbles. Unfortunately, this did not resolve the issue. On the Intune side, I attempted a few app configurations that showed potential while Edge was in kiosk mode, but none were successful in resolving the issue. These included setting Location Access (fine) to AutoGrant and disabling the Enable Overlay Permission Detection (set to "False").

One potential solution, which worked, was switching to Chrome; however, Chrome is not an option for this project at the moment.

Before reaching out to the Microsoft community, I conducted research to determine if other admins have encountered similar issues. I found two relevant articles (attached), which lead me to believe this could be an Intune-specific issue.

Any guidance or insights would be greatly appreciated.

    Hi bgilchrist!

    It seems like the issue is related to overlays in Kiosk Mode blocking location permissions. Since Chrome worked but isn’t an option, and you've already disabled overlays and tried configurations without success, it might be a deeper issue with how Intune or Edge interacts with kiosk settings. One thing to try could be ensuring that the location permission is explicitly allowed in the device configuration profiles in Intune, not just in Edge. You could also try to adjust any settings related to kiosk mode in Intune, such as allowing background apps or tweaking kiosk restrictions that could be interfering with Edge’s ability to prompt for permissions.
