Cannot enroll iPads in Intune. "Device not pre-registered"
Hello I can't enroll iPads into Intune anymore because of this "invalid profile" error. I'm enrolling the iPads using Apple Business Manager and Apple Configurator. This is not the first time this has happened, however, I can't seem to find a way to bypass it anymore. A few weeks ago when this happened I was able to fix it by updating the certificates, but that's not working anymore. I've tried everything I could think of, I've renewed the push certificate and enrollment program tokens multiple times. I've tried deleting old devices in both Intune and Apple Configurator to see if there was some sort of limit restriction. I've tried using multiple iPads, all get the invalid profile. I've tried creating new enrollment tokens. I've tried using multiple different Apple accounts. I’ve contacted both Apple support and CDW (the people who set us up with Intune). Apple can’t help because it’s an MDM error. CDW is currently escalating the issue after having spent over an hour on the phone with them. In the second image shown it shows that Intune is receiving the device enrollment request, but it appears the error is “Device not pre-registered”. I didn’t get this error on all the other iPads that were enrolled so I don’t know why it needs to be pre-registered now or how I’d even do that. I tried looking up that error but couldn’t find any results.
- LastNameHasABadWordCopper ContributorIn case anyone else ever has this problem, here is the solution. The device must be manually added to the Apple Configurator profile in Intune using a csv file before trying to prepare it using Apple Configurator.
In Intune, go to devices > enroll devices > Apple enrollment > Apple configurator > devices. Click the add button. Choose the enrollment profile you use for iPads. Maybe check the box? (I did). Now to create the csv file, the only thing you need to do is add the serial number to a txt or Excel file, and save the file as a csv. Select this file to import then click add.
Now the device is pre-registered in Intune with the profile and Intune should be able to accept the device.- ShadyKhorshedIron Contributor

appreciate sharing your experience in this, but I’ve enrolled 150 iOS device via AC2 in ABM and I never had to create an AC2 enrollment profile in intune.
why do you think your experience is different?

Hello LastNameHasABadWord
are the devices assigned with the correct profile? if yes, you might want to hard reset the device as it might be hanging.
