In case anyone else ever has this problem, here is the solution. The device must be manually added to the Apple Configurator profile in Intune using a csv file before trying to prepare it using Apple Configurator.
In Intune, go to devices > enroll devices > Apple enrollment > Apple configurator > devices. Click the add button. Choose the enrollment profile you use for iPads. Maybe check the box? (I did). Now to create the csv file, the only thing you need to do is add the serial number to a txt or Excel file, and save the file as a csv. Select this file to import then click add.
Now the device is pre-registered in Intune with the profile and Intune should be able to accept the device.

appreciate sharing your experience in this, but I’ve enrolled 150 iOS device via AC2 in ABM and I never had to create an AC2 enrollment profile in intune.
why do you think your experience is different?
