Can Employee Phone Numbers Be Accessed in a BYOD Environment with Company SIM Cards?

It depends on what you use for BYOD management. If you are using the App Protection Policies without device registration (also called MAM-WE), see here: https://learn.microsoft.com/en-us/mem/intune/fundamentals/deployment-guide-enrollment-mamwe than you are unable to see any device attribute's including phone number.
If you use other mechanisms like Android Enterprise Work Profile ( https://learn.microsoft.com/en-us/mem/intune/user-help/enroll-device-android-work-profile) or iOS User Enrollment (https://learn.microsoft.com/en-us/mem/intune/enrollment/ios-user-enrollment-supported-actions) or maybe even some 'normal' MDM registration there might be ways to see the phone number.
