Assigned apps but not rolled out yet

Hi all, Why would the status be NOT APPLIED YET? I have logged into the device I have assigned these apps too but nothing and no indication they are installing. Any ideas?

Graph API

Intune

Mobile Application Management (MAM)

mobile device management (mdm)

Software Management

AB21805is your app assignment base on the users or on the devices? is it set to all users and devices or specific...

since these above 4 different use case has different usages and function...
