Your message wasn't delivered because the recipient's email provider rejected it
After finally getting through to someone on Microsoft support live chat, they've advised that they're aware of the issue and are in the process of resolving it:
Thank you for letting us know about this problem Alistair. Actually an ongoing issue at the moment and our Reasearch Engineers are up on fixing this issue. This may take around a maximum of 24 to be fixed. If this issue has already been fixed, you might be notified via email. Okay? 🙂 I deeply apologize about the inconvenience with regards to this problem. Please bear with us.
please can you update this group when the solution is posted and I have the same problem which started on Tuesday - Hotmail account being rejected by company 365 email servers

MikeT007 I believe they've already resolved the issue as I'm now able to successfully send emails from my hotmail account using MS Outlook 2016 and the Windows 10 app which I wasn't able to do before.

al_taylor It seems not to be fix on mine. It happens to me recently. Very frustrating. No idea how should I do.
