When an end user try to Change his account photo,
Inside tenant A end users can click on their profile image >> click on "My Account" link, as follow:- then change their profile photo as follow:- but on another tenants when an end user...
I'm going to take a stab and assume you mean users that are guests or have b2b on another tenant. This is a known restriction and something we've been asking Microsoft to add functionality for but those users cannot update their photos.
