User Profile Picture update in Delve vs SPO

We see very interesting behavior in regards to update of user Profile picture:

Updating the picture in delve profile replaces the picture in SPO and OneDrive for Business but not in Delve. Is it expected behavior or a bug? The picture is not showing up in SharePoint in the people picker as well
