Trying to assign MS FLOW FREE (common data service)license to all active user

I am trying to find a powershell command by which i can assign COMMON DATA SERVICE license to all active 1200 users.
The above said license is a part of MS FLOW FREE and in this license we get two options: 1. COMMON DATA SERVICE
2. FLOW FREE
I dont want to enable the second options for the users.
I only have to assign COMMON DATA SERVICES. Kindly help me how to do this
