Smooth Scrolling in Outlook E-Mail List

The Outlook email list, e.g. the Inbox, shows a very jumpy scrolling behavior, similar to what Excel used to do.   There is a minimum of one (multi-line) entry "hard" jumping, instead of scrolling....
