Sharepoint Online "+ Create site" link accessible to all, bug?

The + Create site link on our Sharepoint Online landing page (https://<tenantname>.sharepoint.com) is available to all our users (??)
When you check under the Sharepoint Admin Centre / Settings - It does state "Show the Create Site command to users who have permission to create sites"
Also, if a user does click on the create site link. It allows them to get to the site creation menu. However the menu then freezes up and nothing happens when they fill in the site title! Suspect this is freezing up because they dont actually have the permissions to create a site.
Does anyone have the same on their tenant, and is this a known issue/bug perhaps?
I've hidden the option in the meantime (as per screenshot)...but require this enabled again for our Office365 admins.

Some further information.
Identified today also, that if our users go via the OneDrive for Business Online screen (see screenshot)
+ for Create Groups option
There is a + icon for "Create Groups", which also brings up the Create a site menu.
From this menu on the OneDrive Online screen -Our users aren’t being restricted from creating a site. They can successfully create the site from this menu.
However from the Sharepoint Online page and the + Create site button, they are restricted from creating the site in that Create a site menu.
- If you have site creation properly configured in the SPO Admin Center, the Create site link should not be displayed
jcgonzalezmartin ok thanks, for which SPO Admin Centre settings or configuration do I need to check/set then...to fix this so it only displays for the Office365 admins?
