i have already done using the below syntax which i have ran from Exchange Onprem but no luck

Add-MailboxPermission -Identity "OnPremSharedMailbox" -User clouduser@mydomain.com -AccessRights FullAccess -InheritanceType All

Did you check if you are able to access the shared mailbox in OWA.
