Security verification for 365 business account
 I've tried everything to get a business account, different browsers, clearing cache, incognito mode, using different phone numbers etc - but it keeps failing at the last step (security verification) ...

There are something you can try:
- Use a mobile device on cellular data: Some users succeeded by switching off Wi-Fi and completing the process on mobile.
- Try a different mobile number: Preferably one that hasn’t been used with Microsoft services before.
- Disable VPN/firewall temporarily: Just during the verification step.
- Use Microsoft Edge browser.
