There was another solution that was implemented along the same line and seems to be working as of now.
- Assign all users the new Microsoft 365 Business Standard
- Have support put the old Office 365 Business Premium into grace period
No, your customer does not need to migrate to another tenant or anything else.
Just buy an E1 license and add it to the existing tenant.
