Public computers caching emails

    What you are describing is called conditional access.  This allows one to apply criteria before access is granted.  It's a great feature but it does require additional licencing.  I believe you could say access to Exchange Online running on Windows/Mac with desktop apps is not allowed outside the company for example, though Outlook on the web could still be permitted.  I am not aware of being able to control caching with this set of features.
