Outlook will not start something is wrong with one of your data files

I run Inbox Repaiur Tool, i have unistalled office, reinstalled, deleted pst files, created new profiles and the same.

Maybe an issue with Windows 10 of which I had an issue around the same time that Outlook stopped functioning properly.
