Outlook File Size Limit Suddenly 0KB

For Some Reason Outlook is telling me that a certain user's Maximum attachment size is 0KB all of a sudden. 

It is only happening to this user.

I have tried updating their registry keys and setting the limit to 30mb and also editing their limit through the exchange admin center but it is still the same.

Please advise.
