Chris, you have diagnosed this perfectly. The FSLogix/User Profile Disk angle makes complete sense. It works fine on local workstations, but bombs in RDS with profile containers. That is a classic Copilot and containerisation clash.
I suggest trying LiaBrown's workaround. Get your users to use Outlook on the web for Copilot drafting. It is not ideal, but it keeps things moving.
And please, open a support ticket. The more noise we make, the faster they will fix it.
