one mailbox, two admin, but not the same permission on subfolder

I'm trying to understand this behavior

mailbox A has two admin, admin1 and admin2

admin1 create subfolder (under inbox) with Outlook

admin2 create an other subfolder (under inbox also) with Outlook web access

the subfolder create by admin1 do not received the right from its parent (inbox)

the subfolder create by admin2 receive the right from its parent

is the platform used can be the problem? or there is something else?
