Hope you're doing well 🙂
As a Global Admin, you can access each users OneDrive content, modify it and share it.
Look for the desired user in the O365 Admin Center - Active Users. Click on it and the user details will show Up. Click on One Drive and then click on get the access Link. With that Link you'll have full access over the users ODB and you can perform all the desired actions.
