On surface book-clicking on charts in publisher makes screen go crazy

I turned off hardware acceleration and it helped, but still moves my chart all around on screen.

Is there any cure for the behavior?

Work around is to switch Surface Book to 100% DPI but that makes screen very small and hard to work with.
