Could you elaborate a but more on what happens when you try to login to Outlook 2016? I experienced a similar issue where a user could login online but not on the desktop app and I was able to resolve it by disabling IPv6 in the computer's network settings. IPv6 idea is good. If that doesn’t work. Remove the profile from mail and add it back.
