Office 365 for small local government

Question

I am a member of a small municipal government body, for whom I do the IT work. We only have 5 employees, so I setup one Office 365 family account and used the 5 shares, but its not working out as planned. I want to get 5 individual licenses, but would like to manage them in one portal. How can I best do that?&nbsp;
