Multiple tenants; multiple email addresses, single mailbox?

I have a single user and would like the user to have an email address in two separate tenants with two distinct domains. However, I would like to avoid having to assign licenses in both tenants. So any emails which come to the user in tenant one should automatically be forwarded to the email address in tenant two from which the user can reply.

Is it possible?
