Microsoft 365 (Office 365) services are officially not available in Iran due to U.S. government sanctions. Users physically located in Iran cannot legally access or use O365 licenses, even if those licenses are purchased through tenants in other countries like the U.S., UK, or India

- If your users are in Iran, they cannot sign in or use Microsoft 365 services directly.
- Using VPNs or third-party resellers may bypass restrictions temporarily, but it violates Microsoft’s terms and U.S. law.
- Alternative Options:
- Instead of cloud services, Iranian users can use standalone Office software (like Office 2021/2024 perpetual licenses), which do not rely on Microsoft’s online services.
- Tools like https://www.onlyoffice.com/ can provide similar functionality without legal risks.
- Iranian companies often rely on domestic or non-U.S. cloud providers for email and collaboration.
