Messages changed to Draft/Open status and not sending from the Outbox.

When I compose a message in my G-Suite IMAP account in Outlook, and then hit send, it instead turns itself into an open message in outlook.  It will not send.  To get it to send, I have to move it to Drafts folder, and let it sit there a while, then re-open, edit and send.

I've attached videos of this happening in real time.  Anyone experienced this?
